These are Blackfeet Indians of the 1840s period. Various tribes gave warnings and challenges in many different ways, one of which was to thrust a lance into the ground. This lance has a medicine bundle attached to it that could signify a warning to approaching Blackfeet. The Crow were also known to have used lances in this way.
